I had a friend do a little sleuthing for us, and it is a ferry flight to CAK where it will pick up 90 passengers for Tauck tours, and then is scheduled to fly them to Killeen, TX as flight COA 1929.  Now, Killeen is also the home of the Fort Hood army base, so it may be a military charter, although I don't know why Tauck would be orchestrating this.  Maybe it's something they do all the time?
