"CLE is being fined for failing to adequately staff snow removal teams and deice runways and taxiways – causing unsafe conditions and forcing planes to divert to other airports. Lack of staff caused lack of removal prompting pilots to refuse to land, reporting poor braking conditions, causing diversions. One taxiway went without anti-icing chemicals until well after midnight during one snowstorm. Hopkins also failed to alert air carriers of the poor conditions and to deter planes from taxiing or landing on slick, hazardous surfaces."
