I don't rule JetBlue out as this would likely be a good market for them, maybe Spirit. It is possible the carrier isn't new, just the service. Hawaiian Airlines or Allegiant are very unlikely in my opinion.

Who handles the ramp for Frontier? Do they have any of their own employees in CLE?

I'd have to check but I believe ServiceAir is handling them now.  I wouldn't doubt that Frontier will hire folks with the expansion of service.  Anyone know what gates they are going to use?  Right now they're only on A14 and that's the Customs gate.

Check out my post #9 above. I know they also use A11, but could conceivably use any common-use gate on A and just pay the city for the rent.

Frontier announces two new non-stops from Cleveland 05/14/2014

"Frontier Airlines today announced it will expand its low fare service in the Cleveland market to 14 nonstop routes with the addition of two more destinations-- Dallas/Fort Worth,Texas beginning August 15 and Las Vegas beginning September 11."

Who is doing the ground service for Frontier?  If they continue expanding beyond a dozen flights a day (which looks their present plan for the winter schedule), at some point hiring their own has to make better economic sense.

Just a few miscellaneous F9 updates:

I spoke with an F9 agent today and she said that Hallmark Aviation Services is the ground handling agent for them in CLE. She does not think there is any actual F9 staff members here (except maybe a manager). 

They had difficulty with the jetway again on the afternoon DEN arrival today. Disembarkation was delayed at least 45 minutes and the plane had to change gates.

Finally, there are now 2 F9 kiosks operating in front of their ticketing line. You still need to stand in line if you just want to check bags in (no scale or tag printer at kiosks), but it should speed up check-in for those traveling with carry-ons only.
