The Air Force has strict regulations regarding available runway length for their aircraft. Waivers are required to fly certain aircraft into BKL because the runway is shorter then the AF requires. No doubt the Fed Ex jet was brought in light. Its funny though, the Air Force brings in the C-5 all the time, and thats the biggest plane in their inventory!
