That's what I initially thought it was, but was afraid to make the call! FLIR = Forward Looking Infrared Radar. Thanks for clarifying that for all of us.

That actually is a window for a sensor called a Flir and is part of a system known as (EVS) Enhanced Vision System .

It appears to be part of a radar system similar to this one: http://www.techreleased.com/thales-delivers-first-production-rbe2-aesa-radar-to-dassault-aviation/ Although I'm sure it's not quite as sophisticated as the one in the article!
